cant open an incoming call

New to smart phones. Everything seems to be working EXCEPT I cannot open an incoming call. I can tap on that green phone icon, but nothing happens. I called T-Mobile, and they suggested settings/apps/phone/clear cache and data, and that gives me ONE incoming call. Please help!

I would try swiping the green icon instead of tapping it, to answer.  While I don't have a G2 any more, I think I recall swiping to answer (or decline).
